A zero clearance insert (ZCI) is an accessory for a table saw that replaces the throat plate and reduces the gap between the blade and the table saw top to zero. This improves the quality of cuts and prevents issues like tear-out and kick-back: 

Reduces tear-out: The insert's opening matches the blade's thickness, which supports the workpiece and prevents fibers from tearing away. 

Prevents kick-back: The insert prevents small pieces of wood from falling into the blade well, which can cause kick-back and injuries.
